The Japanese government will establish environmental protection guidelines for rare earth exploration

The Japanese government will establish environmental protection guidelines for rare earth mining surveys. Prior to the official launch of rare earth mining in the exclusive economic zone (EEZ) off Minami-Torishima in 2027, rules will be established to prevent soil and water pollution, starting with the survey phase. This initiative aims to showcase Japan’s exploration and mining technologies to the world and lead marine development.

Beginning in January 2026, Japan will begin environmental monitoring off Minami-Torishima. By pumping sediment from an exploration vessel to a depth of 6,000 meters, the government will investigate the impact on deep-sea sediments and the surrounding marine ecosystem.

Sediments containing high concentrations of rare earth elements have been discovered in the deep seabed off Minami-Torishima. Based on the environmental protection guidelines, the Japanese government will begin formal surveys in 2027.

Further investigations at a depth of 6,000 meters are unprecedented globally. The Japanese government aims to verify sustainable mining technology by fiscal 2028.

Environmental pollution caused by excessive rare earth mining is considered a major concern. Japan will be the first country in the world to establish an environmentally friendly exploration and mining process, striving to achieve domestic supply of rare earths while demonstrating Japan’s technological strength to the world.
