China’s science and technology expenditure exceeds 3 trillion yuan
At the meeting, Wang Zhigang, Minister of Science and Technology, revealed that in 2022, the total R&D expenditure of the whole society will break through 300 billion yuan for the first time, and the R&D investment intensity will break through 2.5% for the first time, and the proportion of basic research expenditure will exceed 6% for four consecutive years.
At present, China’s scientific and technological strength has risen sharply, and its influence on the global innovation map has been significantly enhanced. Data show that China’s global innovation index ranking has risen from 34th in 2012 to 11th in 2022, successfully entering the ranks of innovative countries. The total R&D expenditure of the whole society has increased from 100 billion yuan in 2012 to 309 billion yuan in 2022, and the R&D investment intensity has increased from 1.91% to 2.55%; the basic research expenditure has increased from 4.99 billion yuan in 2012 to about 195.1 billion yuan in 2022, accounting for the proportion of total R&D expenditure from 4.8% to 6.3%. The total number of R&D personnel has increased from 3.25 million in 2012 to more than 6 million in 2022, maintaining the world’s first for many years. High-tech enterprises have increased from 39,000 in 2012 to 400,000 in 2022, contributing 68% of R&D investment of all enterprises; the total amount of technological contracts in 2022 will reach 480 billion yuan.
Wu Chaohui, Deputy Minister of Science and Technology, introduced that since the 18th National Congress of the Communist Party of China, the 177 national high-tech zones and 23 self-created zones in China have played an important demonstration and leading role. In 2022, the high-tech zones and self-created zones contributed 13.6% of the national GDP, the energy consumption per 10,000 yuan of industrial added value was two-thirds of the national average, and they made a great contribution to stable growth.
